Yes, because the stacking restriction is specifically for Hit rolls and Wounds rolls. Modifying characteristics has some limitations, mostly a bottom to stop them going lower than a certain point, but there is no limit on actual Wound characteristic buffs, so you could theoretically add +100 Wounds to a model if you had the Relics/Warlord Traits/Crusade Rules/made-up-rules to do so! All Marines can give a Bike or Gravis Captain the Angel Artiface to boost them up to Toughness 6. And I believe the Salamanders can net themselves a T8 Captain too.
