I’ve been using 4, but they seem to melt pretty quickly. 

I run 3 line squads in 2,000 point games 2 tactical squads with apothecaries and a jump pack squad. Has done well for me.

4 at 2k. 2 x 5 recons with nemesis, 2 x 15 tacticals with apothecaries. The recons can babysit home objectives and the tacticals blob up on neutral or enemy ones. With +1 to wound from outnumbering the tacticals can do a surprising amount of damage through sheer weight of fire, and sustain really well with 4+ FNP on an objective.

Going up to 3k i'd probably bulk out the tacticals to maximum numbers, but otherwise take more non-line units to distract from and protect them. Possibly a termy command squad or termy Herald in a termy unit to bring another offensive scoring unit.

So here's a bit more insight into how I work with line in my army. 3-4 line units is more than enough in standard games. Due to how missions work and denial units. In 40k troops are more like a tax. In 30k they are actually good. But everything denies.

A lot of this depends on how you play, what missions you play i.e. events etc. With the core rule book missions; scoring is less important for line, because some of the missions makes "x" unit also scoring, or only matters at the end of the game.

I build my troop options around killing other players troops. So an Assault Squad with Power Maces and dual Raven Talon sergeant with a chaplain goes further in it makes the Assault Squad LD 10 and Stubborn. It has a brutal effect on opposing units and picks on things like recon squads or other assault squads. I use Snipers as staples in every list to take out Apothecaries and sergeants on rending hits so they can't use a 2+ to tank shots with a FnP buffer.

If you aren't going to take Apothecaries you should take Rhinos. The average tactical squad after upgrades is about 140-170sh points each for me, so I want to keep them safe and mobile. Rhinos offer small arms fire immunity and are very fast to put your troops where they need to be.

It kind of completely depends on the strategy you have for your list. Is it to hold ground and counter attack your opponents when they engage? Is it to put a lot of offensive pressure out and target their scoring units? A mixture of both? I've easily won games with 3 scoring units in 3000 points, and I've lost games with 5 scoring units in 2000; making a good list is better than hitting an arbitrary number of scoring units.

This also kind of relates to the units as well. A list designed around holding ground won't be well served with 3x 5 naked recons on the objectives; a list meant to cause offensive pressure won't do the best with full tac blobs. 

Theres more I could go into; kill point ratio, damage limits of basic troops vs other scoring units, throwaway units, etc...But it really just goes back into having a good strategy and building a list around that.
