Blood of Fire and Allied Characters

Hypothetical situation: suppose there's a unit of Firedrake Terminators with a Space Wolf Caster of Runes attached to them. Blood of Fire states "When rolling To Wound against a model with this special rule for any attack inflicted by a Flame, Melta, Plasma, or Volkite weapon or effect, reduce the result of that roll To Wound by -1".

 

Knowing this, unless an attack is specifically targeting the Caster of Runes (Precision Shots/Strikes, Primarch attacks, etc). would that mean that rolling To Wound with the listed attacks be modified by -1, based off of Majority Toughness rule? They're technically all the same toughness. I would assume that in such cases, as it is the closest comparison we have in the rules, the wounds would have to be allocated to the Firedrakes before putting them on the Caster of Runes. Usually Legion rules require the unit to be composed entirely of the given Legion, but this looks to not be the case?

The answer to almost all of these scenarios with iron hands, salamanders and the rest in mixed units is No. Chalk it up to bad writing that doesn't consider allies, but since you don't allocate until after the wound roll (even with precision shots), there's no way to say the model you're rolling to wound against has Blood of Fire in a mixed unit.
