I think the IX was one of the best *short term* because they were repeatedly used to fight in operations meant to destroy them, but always survived and always regained full strength. They did what they were meant for perfectly, and won the battles other legions weren’t meant for. They weren’t the best for a post great crusade, though. But I don’t think they were even intended to be allowed at the end, and would have gone the TW route (which I think was the endgame for them had Sanguinius not saved them). But in terms of role fulfillment, they did exactly what they were supposed to do, fighting battles nuthatch are harder than those of other legions without the logistical support of others. (Based on my reading of book 8). Role fulfillment is my metric for “best” legion.
