If you look at armies that are underperforming in the meta, it tends to be that they lack strong units rather than they cannot field enough of the good units they have. Marines are currently one of the weaker codices in the meta. They are very good but too expensive to field in larger numbers without compromising the rest of your army since they have minimal ranged output. Vanguard Vets have fallen out of favour somewhat since Armour of Contempt. BAs still have the ability to run 3 squads of each before they run out of Elite slots. Redemptors are good. Exactly. We are more likely to run out of points or Elite slots for good units in normal sized games than we are to run into the Rule of 3. I think being able to spam the best unit would help weaker codex but I don't think it would shake up the meta. I'd also really worry about some of the strongest armies like Nids benefiting more if the rule of 3 was gone.
