I think the hand looks a bit skinny for a Dwarf

from the initial outline i hoped for new dante but nah. not ornate enough and gloved hand removes chances  most marines does remind me a bit of the axes on high elves woodsmen a bit so possible some form of eldar that has no gems?

Saw somebody post elsewhere that it looked a lot like the Chaos Space Marine power axe and I'm inclined to agree.

Its definitely not eldar

 

Ive seen that wavy crownlike decoration part on another miniature before, but I just cant seem to find it.

 

Gloves do not necessarily exclude spacemarines, phobos librarian has gloves, Justicar has gloves, I think there was a fairly recent Horus heresy character with gloves wich got some complaints.

I can see this. Generally I'd expect Chaos stuff to be more overtly "Chaos", but could be a 30k thing designed to allude to this?

Honestly, a power armoured brotherhood librarian with a nemesis force axe and gloved hands would be just unexpected enough. And plausible enough since grey knight weapons don't do swirly runes or even power nodules.
