I'd say it's an AoS banner or icon for the Khorne AoS faction - the banner pole just looks much more AoS than 40k to me.

 

I think the other 4 god factions have had their books but Khorne hasn't so could be part of a new model range for them?

It's definitely a stylised sigil of Khorne, although I'm about 90% sure it's not for 40k

Khorne beastmen would be my guess.. aos ( as a battletome is due soon ) or the 40k beastmen kill team ( valrak rumors* ) or even both ( tzaangor style )

 

*wich is a shame it cant be discussed anywhere here currently as the kill team topic is locked and those rumors are imho much more interesting speculatable than some of the other active topics.

Definitely Khorne, but almost certainly AoS (as others have mentioned their Battletome is due in the next couple of months)
