It was ? I assumed it had that function already built in from the older lore, a by product of its construction, not an extra. There was some fluff written that had the badly wounded Emperor brought back from the Vengeful Spirit by Dorn, just before Malcador died on the Throne. Before he died, Malcador was able to transfer just enough of his life force to Emperor for him to regain conciousness. He then issued instructions for converting the Golden Throne into a life support system. I can't remember where this was written, it might have been Collected Visions. EDIT - Ah, here we go.
