It looks like quite a short arm, maybe another Votann psyker?

Obviously it's the arm for the Votann's overdue centre-piece model; MO-KIN.

I'd recognise those gloves anywhere. It's clearly Sherlock Obi-Wan Clouseau returning for an Inquisition Kill Team.

If they do a named character, hopefully it's for one of the other leagues than the main one. Always a bummer that one subfaction gets a whole gamut of special characters and the others get none.

Grimnyr have more tech-y bits on their gloves, and the shoulder styling is more reminiscent of Kharadron than Votann.

Yesugei's gloves came to mind too:

 

Particularly the second piece where he has the gold trimmed gloves. The top left of the Rumour Engine could also be layered armour similar to Qin Xa's? Although it could definitely be a bit of a reach

With regards to the lack of a bracer, I did wonder about that, but it's not impossible they just left it off for a slightly different design. Either way, I definitely think it belongs to a Dwarf. Now we know they're including resin models on the REs, could it be the Squat Prospectors get something?

Hand seems too 'stocky' for a human. Compare the RE to the new Esoterist for example, where the digits are much longer.
