There doesn't appear to be any kind of announcement of a downtime or explanation of restoration, however. The Dark City definitely looks to be gone as the domain is currently up for grabs when you visit the old address: http://www.thedarkcity.net/ I think I remember reading the site had dropped off in users and the owner didn't renew the domain.
