Guess you could see the resemblance with the Lion (artist might be going for a family resemblance), but still quite different in my eyes...

The first "official" depiction we have I think is the cover of Angels of Caliban which came out in 2016 and shows a beard (or more like designer stubble). The FW version is also bearded so the fantastic facial follicles are definitely not new.

For 10 K years of growth, its pretty short. You can see why he wouldnt want to cut it if he's going to have itchy stubble for centuries.

Is there not one from the older Horus Heresy art books? I only ever was interested in the one that had Sanguinius on the cover with the demon head, but I think it’s the same art they used for the HH card game way back. That was back in the first decade of the 2000’s so I don’t remember too well. Just looked, but the card game that uses the images was sabertooth games between 2003 and 2008. So around that time? I know there are helmeted pictures, anyone know of any unhelmeted ones for the Lion from back then?

The Watchers in the dark can do many things, but remove a beard? No! But keep it trimmed, YES!

 

They couldn't do crap for his receding hairline though. Prodigious psychic abilities still cannot summon rogaine.

Think you're right...that's where I first saw a stubbly/bearded Lion and GW just doubled down from there

I'd always imagined the Lion being beardless with long flowing hair, much like Sanguinius and Fulgrim (not an unusual look for primarchs really), which contrasted sharply with the bearded Leman Russ.  I found it odd that GW decided that the Lion should be the bearded one and Russ without as the Space Wolves really seem to love beards.

The SW have lots of beardless heads and Russ was depicted as shaved since at least his first model back in 1989.

The initial art depends on what you define as initial 

Let’s say it’s the ccg art which came after the HH concept. That had the first art for the Emperor as golden knight/Conan/Hittite. As part of that the Emp was depicted as clean shaven. And to emphasise the Primarchs they were drawn to look at least a bit like him. 
Also it was the time period when clean shaven was standard in art and beards weren’t as acceptable in western culture. You may think I’m being over the top but it’s true - public figures with beards were regarded as eccentrics in the 80s. That’s why some people still object to Astartes with facial hair even now.
