Both fugue and deepstrike happen at the start of the phase, and while the active player can decide order for simultaneous stuff, you can't cast without being on the board, and you can't interrupt deepstrike's sequence and then resume it.

One can only "cast" Fugue at the beginning of a phase - if he deploys via deepstrike, he is not on the table at the beginning of the movement phase and can therefore not cast Fugue. So if the intercepting unit hasn't been pinned due to deep strike, he cannot cancel your intercept reaction.

He could, however, cast it at the beginning of the Shooting Phase, to cancel your Return Fire reaction, when he himself casts his Hallucination.

Great, thanks guys. That was how I was reading it too but the experience made me doubt myself. The guys a nice guy and I think it was just inexperience with how psychic powers work in 30k that tripped him up. I was happy to go along with it as it didn't break the game anyway.
