Could I shoot a Land Raider with a tactical squad to get +1 to hit with a multi melta heavy support squad?

Yes. As long as its a valid target, you can target it, even if you have no hope to damage it.

ehh... It's representational of tracer rounds, targeting telemetry, or just good old fashion eyeball ranging.

I’ve seen this used in first edition to enable a unit that could split fire to shoot an ineffective weapon against a vehicle so that the unit could still charge it in the assault phase whilst they used their good weapons against a different target. It seemed weird and a bit gamey but I couldn’t see anything that prevented it and I think that’s still the case.

There’s frequently debate about Rules as Written (RaW) and Rules as Intended (RaI), but personally, I’m dubious about any attempt to determine what a rules writer/team were thinking when they wrote it unless you’ve heard them speak on the topic. Especially the HH rules team, who frequently don’t seem to have known what each other had written, let alone intended!
