This is a very niche situation, but I am considering making a militia army with Sons of Horus allies. My warlord would take the Robber Baron trait and join a SoH unit to try to proc the victory point roll more often. I was thinking that a cataphrati unit would be best since they have the same speed and cannot sweeping advance anyway, but I don't know if them not being able to sweep normally would make the unit not be "otherwise be eligible to make a Sweeping Advance."

 

My initial interpretation is that "otherwise be eligible to make a Sweeping Advance" just refers to when to take the test and not that the unit is required to be able to sweep if not for the warlord trait.

The rule is saying it blocks you from sweeping, but if it's the only rule blocking sweep (otherwise they'd be eligible), then you can roll a d6 for VPs.

 

Cataphractii imposes its own restriction on sweeping. It would not be otherwise eligible to sweep if the unit was not affected by Robber Baron. So you don't get the VP roll.
