The point I was trying to make perhaps clumsily, is unique units shouldn't be exclusive to the big 3 First Founding and Black Templars, but many Chapters.

 

In the absence of unique units though, Chapter specific rules cover that. So I think many of us agree with that anyway, so it's all good.

I think we're stuck with that paradigm.  The chapters outside of the Big Four aren't going to generate enough sales on a Special Character Unit - thus they get Special Character Rules instead.   The Big Four get varying degrees of both with BA and DA being mostly codex compliant getting few rules and lots of units, UM being Codex Exemplar getting a ton of Units, and the Wolves being not very compliant getting a fair bit of both.

They could be the Iron Hands' special honour guard. Whether they exist who knows, it's a chapter that hasn't exactly got much limelight to answer any questions.
