Frankly that's a bizarre take when the vast majority of wargames do not bother much with artwork, 'fluff', or other presentation in their rules, their rules are simply rules - straight to the point. The best example of GW's publishing mirroring this to a point is WHFB 3e, which has lists all bound up in a list book with minimal artwork to just show what units are what and short blurbs of info on factions. Fluff, and gluts of artwork should be left to lore tomes supplementing the wargame, not bloating the wargame's pagecount. Especially when art and fluff is so heavily recycled that each new codex is virtually irrelevant to your 'knowledge' of the respective faction. None of my Dark Angel codices contained radical shifts in lore or much new art, I could safely wrap up the 4th or 6th edition codices and call it a night on info/art of the faction. Although this partly gets into the relentless march of editions itself being pointless, if the rules writers are good at their job you should only need an edition once a decade, if even that. Even repeating it just for loyalists and traitor SM in 40k would be a big difference. Liber Inquisition (SoB, GK, DW), Liber Imperial Gard (GSC, traitor guard, IG), Liber Knight houses (CK + IK) etc. Having rules for things you don't play/ own included does wonders for unintentional purchases (ask HH players). Solo 40k codexes are very outdated, compilations of faction rules is the way forwards.
