Stratagem general use rule says:   "The same Stratagem cannot be used more than once in the same phase."

 

Fire Overwatch Stratagem says:    "You can only use this Stratagem once per turn."

 

Rites of Battle:  (Space Marine Captain Ability): Once per battle round, one unit from your army with this ability can be targeted by a Stratagem for 0CP, even if another unit from your army has already been targeted by that Stratagem this phase.

 

Echoes from the Warp: (Thousand Sons Ritual)  Use this Ritual at the start of any phase. Once this phase, you can select this Psyker’s unit as the target of a Stratagem for 0CP, even if you have already used that Stratagem this phase.

 

Does anyone know what the correct conclusion is to this rule question?  The abilities of both would seem to abrogate the first constraint (only used once in a phase), but not the second constraint.   Is there an official ruling somewhere?

Yes, that's the issue.

 

RAW would be that you could only Overwatch once, since none of those rules remove the once-per-turn limitation; RAI is of course unknown.

 

As far as I've seen online, the consensus seems mostly to be that you can use Overwatch an additional time by using those abilities, but only in the same phase. So you could Overwatch twice in the Movement phase, but not once in Movement then again in Charge; officially, I'm not sure there's an answer to be found.

Thanks, it really is a tough question, because removing the constraint of "in the same phase" implies removing the constraint of "in the same turn" (because a phase is a subsection of a turn).
