The sequence implies that Mephiston is a sort of psychic bulwark holding the Black Rage in check. As long as he can hold out, the rest of the Chapter can too. The angel/spirit gives him the option to accept the responsibility, at that time so being the ‘dark’ side of sanguinius has nothing to do with overcoming the black rage. I think he is saying it’s rumored because it’s a vision and therefore not entirely reliable. In fact, that’s a consistently said thing about psychic visions, their unreliability. I think conquering the rage allows the BA to tap fully into the Red Thirst without the risk to their souls that normally accompanies it, with the rage being some form of moral trial which then imbues them with the spirit of Sanguinius, essentially like a mark of Chaos. But good. Note that the Pre-heresy Blood Angels did not suffer from the rage, so could go almost all-out with the thirst, and they still were not super-marines as it were, so any benefit to overcoming the rage is purely a result of Sangy being dead. The other alternative is that it's not possible for a non-Psyker to conquer the rage, and it was only Mephiston's connection to the warp and extensive mental training and resistance gained from that, which allowed him to conquer the rage and 'commune' with Sanguinius. The best any non-psychic brother could do would be to remain lucid under the rage, a la Lemartes.
