THe best way is to learn it from friends and their armies to see how the game works and then to read the index to see what do you like.

Then you can build your list and its far better then to buy things you dont need.

But anyway - I think the Combat patrole is great. And there are a lot of Black Templars starter sets out there. And a Redemptor + character models are all great imo.

The latest edition of 40k gives a lot of freedom in making your list. All you need is a character to be a leader, and then enough models (not more than 3 of the same unit (up to 6 for some units) so that you have enough points for what you're playing.

 

But if you're looking for a place to start, why not the black templars combat patrol? Combat patrols can be used as they are, and you'll get some great models to build on: a marshal which is perfect for a leader, as well as a primaris crusader squad, a squad of intercessors, an impulsor transport and some templar upgrades to make the models more templar. From there you can easily expand with whatever else you'd like
