How will codexes differ from the basic index format we have now? What will be the big draw to them over indexes and cards? Will dataslates be reconfigured completely? I can see them using two pages with 2 of the same photo for each unit.

 

Will Warlord Traits return? Will they add more straigems or Relics or even detachments types in each codex?

This.

We have our 1 index detachment and we're getting more later in the Codexes.
Some may have unit restrictions too iirc, but all with have a new set of 6 Strats, new Enhancements and a new detachment rule specific to that Detachment.

Probably the most up-to-date version of the "Datasheets" at print will be included in the Codex, along with any new Datasheets from new units and/or Killteam Kits.

The codex cards are potentially slightly larger than the index cards to allow for tad more info to reference for datachments and strats. 

 

Hopefully community feedback of the index cards will give them enough time to rework basic layout of invun saves to be on the top left below the other main numbers raher than in a weirdly seperate location.

I think that enhancements already represent a mix of WLTs and Relics. I am sure there will be more but I suspect that they will be detachment locked so that we only a small selection to choose from in any single army list.

It’s probably going to work the way the divergent chapters currently work with respect to the base marine rules. New detachment rule, new enhancements, and possibly some unit restrictions. As to WLT, as @Karhedron said, they got rolled into generic “enhancements.”

 

Even enhancements that are obviously weapons, like the Berzerker Glaive, are not actually weapons ruleswise. They are just stat boosts, and the model always uses the standard weapon on its sheet.

The big draw will be new Detachments, which come with their own Detachment Rule, Stratagems and Enhancements.

So, using Codex Space Marines as an example, we'll still have the Gladius Strike Force, and then we'll get other Detachments to suit different styles of play. There will almost certainly be one that's based around bikes and speeders, probably named something like "Sons of Chogoris" which will represent how it's themed on how the White Scars fight, and then there will be other ones, probably something vehicle/dreadnought based, maybe an infantry only one etc etc. 

Warlord Traits definitely won't be coming back, because those have been rolled into the Enhancements alongside Relics and Special Issue Wargear.

Another thing that dexes will include is the bespoke Crusade content. That's what I'm looking forward to the most. The Goonhammer review of Codex Nids will let me know whether I'm going to bother with 10th. If Crusade content is an improvement on or an expansion of 9th ed content, I'm probably all in. If it is essentially a reprint of 9th that is compatible with the new edition,  I might play.

 

But if Crusade is as "simplified, not simple" as the rest of the rules, I'm not sure there's going to be enough there to hold my interest for three years.

 

Which is funny, because what we had in 9th was enough to keep me happily engaged for a decade.

How certain are you of that? My interpretation of what I've read on WarCom is that Crusade material will be in separate books such as the Leviathan one. I could be wrong, you will surely have paid closer attention to mentions of Crusade than I have.

I went lookin for Warcom quotes and I found this:

However, Warcom has been known to make mistakes, and it is possible that we won't get content in Dexes; I hadn't previously considered this- I wanted it to be true badly enough that I didn't consider the alternative... But I suppose I should be prepared just in case.
