When performing a Deep Strike Assault you place a model and then roll for scatter.  If that scattering model ends up within 1" of an enemy (among others) then the opposing player may place that model within 18".

 

Is it 18" from where the model started before scatter or 18" from where it is is placed after scatter (ie in this example within 1" of the enemy)

Yeah that’s needlessly ambiguous. Typical. 
 

I think you could legit read it either way. Probably best to agree w/opponent at start, before it comes up until they actually FAQ it. 
 

(My default would be from original target, as model should still be there as a basis for measuring)
