They said they put weapon stats into the data cards so they could have different stats for the same weapon in different units.

 

looking around the guard index and marine codex, I don’t see where that’s actually happened, or am i missing something

The stats that vary are the same stats that varied when they were attached to the unit profile not the weapon, so the difference isn't as poignant as it could be.

 

A chainsword has more Attacks and better WS when wielded be a Castellan than it does when wielded by a Platoon Commander... But that doesn't feel much different than a Castellan having a higher Attacks and weapon skill characteristic.

 

However, it is worth noting that the chainsword, close combat weapon and powersword all have different Attacks characteristics regardless of which unit is using them; in the old rules, because Attacks was a Unit characteristic, weapons had to have a special "+1 to attacks when using this weapon" rule. Now they just have a different Attack characteristic.

 

One interesting example is the the Storm Bolter and the Meltagun in a Sisters army: on the Dominion profile, these weapons gain the Assault characteristic. Here it's not the stat that changes, but another feature of the weapon profile.
