With the realese of the new scout  miniatures,we need to change base of old miniatures, re-basing them or not?Not only scouts, plastic or metal. For example, I use a Telion miniature as my Pathfinder consul. The miniature use the same base size of the scouts.

I know quite well Horus Heresy' scouts aren't  "young trainees", as are in W40K. In fact, they are totally grown-up marines and real veterans, and it's nothing officially said. But now with this new guys around, I have some doubts.

That depends entirely on when you bought them, for consistency I prefer the larger end as it helps officers pop.

You never must re-base your miniatures. If yours stand on 28mm it is not a problem and so aren't 32mm Bases.

Up until recently I still owned a 2nd edition cardboard standy Ork Dreadnought.  Other than one time at a GW store I never had a problem with it as most people got a laugh and I'm playing orks. I never changed that base and I could understand people wanting me to. I haven't rebased my scouts for 30k but I agree with you that you don't have to in this case.
