Hello everyone.

So, can Monsters/ vehicles , while in combat, fire out of said combat or just into their own combat?

Reading the rules it doesn't seem so but I've heard a few people say they can.

Recently discussed here, but yes they can. There's an example image in the designer commentary on the 40k app.

It's discussed in more detail in the topic Jole linked to, but a monster in combat can shoot either the unit it's in engagement range of, or out of that combat. If it has a blast weapon, it can only fire at a unit outside engagement range with that weapon, so chaff can never fully silence /trap a monster/vehicle.
