In the original Rogue Trader they looked like a face flannel..... This could be the underside, where the bitey bit is....

Could be on the base of a new Catachan mini?

I've seen 'Project Star' as rumoured GW internal name for Skaven refresh - star backwards is rats. Over on TGA.

Project Starfish was just a reference to the most recent Suicide Squad movie. 

 

Looks more AoS than 40k to me but nit getting any ratty/Skaven/warpstone vibes, more magical Chaos/Tzeentch I'd say.
