I use a Swann-Morton surgical scalpel. I have 2 - one with a sharp blade, and one with a really blunt blade that I use as a thin mould line scraper (I also have GW's mould line remover that I use for larger sections)

 

Obviously, surgical scalpels are designed for cutting you, so care is strongly advised.

I use a Stanley cutter with 9mm blade for most of my cutting, mouldlines removal, ... Sometimes one with a larger blade when cutting terrain, larger pieces, thick styrofoam, ...

Only drawback, since it is made of plastic, is that you might break it at some point. I already repaired mine a few times over the years I have used it. This just to say how much I am accustomed to it and appreciate it. The blade can be sharpened if need be.

For me, The Army Painter's one is just perfect. Excellent design, very ergonomic, safe, really good price, easy to find, light weight, with 6 sharp blades (one attached and 5 extra. You can use the extras as replacement or in another handle)... I have one since a year ago, I use it a lot and still with the first blade.

Seconded, this is a great tool for a wide variety of uses (scraping mould lines, creating battle damage, slicing parts etc.).
