Some quick maths for a unit of 10 with no other considerations.

10 Bolters vs...
T 3 5+ armour: 4.44 wounds

T 3 4+ armour: 3.33 wounds
T 5 6+ armour: 2.78 wounds

T 4 4+ armour: 2.5 wounds
T 4 3+ armour: 1.67 wounds
T 5 2+ armour 4+ invuln: .56 wounds

10 Ion Blasters vs...
T 3 5+ armour: 3.33 wounds

T 3 4+ armour: 2.78 wounds
T 5 6+ armour: 2.5 wounds

T 4 4+ armour: 2.78 wounds
T 4 3+ armour: 2.22 wounds
T 5 2+ armour 4+ invuln: 1.25 wounds

This obviously doesn't take into account range, but (unsurprisingly) as armour saves increase, the Ion Blaster becomes the superior option. 
The biggest outliers were in the 'Guard' profile (T 3 5+) where the Bolters had a significant edge and the Custodes (T5 2+ 4+ invuln) where it was the Ions that had the bigger edge.

My takeaway is that it's pretty much a wash with the Bolters having an edge with an extra 6" of range but the Ions being broadly more useful against more threatening units and especially vehicles.

Something wrong in your math there, either that or there is in mine.  (didn't check them all) but as an example

 

ion blasters on T5 6+ armour:

 

10 shots hit 6.7 times  (assuming you're hitting on 3's

Wound T5 on 4's so 3.35 wounds.

No save for 6+ armour due to the Ap-2

 

bolters on T5 6+ armour

 

20 shots hit 13.4 times

Wound on 5's so 4.422 times.

Save on 6's so say 3.69 wounds

 

What am I missing?  did you assume they don't all have bolters/ion blasters?

I didn't assume they were hitting on 3's.

In my example I said "Some quick maths for a unit of 10 with no other considerations."

The math is correct with them hitting on 4+.

On one unit? Doesn't matter.

 

2 units? 1 of each.

 

3 units? Doesn't matter - for me it's 2 bolters because two of them are backfield/ far flank campers and the range matters.

 

4? Back to 2 of each... but nobody is realistically taking 4. Probably.

 

Most comp lists seem to take 1, maybe two if going full Sagitaur spam. I take 3 ; )
