Can a Captain in Phobos armour join Sniper scouts?

I just wanted to confirm that a Captain in Phobos armour can join sniper scouts.

Sniper scouts no longer exist. Just scout squad with a single sniper rifle

My read of your answer is that since the dataslate falls under Warhammer Legends catagory and so that if you're using Sniper Scouts then it is with opponents approval so we can just make up whatever rule we want to?

Officially, no Characters can lead a sniper squad. Legends are normally not allowed in tournament play but are fine outside tournaments. Adding a Leader however would be a houserule and require your opponent's consent.
