I've been spitballing doing a modern chapter at LI scale using LI minis and thought it'd be a hefty project, but I've just very roughly totted up 1000 individual marines, a full chapter in modern 40k, and it came to; 1284 points.

That gets you 20 terminator stands, 88 tactical, 36 assault, 36 heavy stands, 20 'scout' stands (priced as tactical for the purposes of this), each of 5 models - 1000 models in total. 

Add on 250 for 10 captain stands and you've barely tickled 1500 points for an entire chapter!

 

Obviously there's vehicles to add on, and you could turn 6th and 7th companies into outriders and land speeders to increase the running total by roughly 400 per company, but still....

 

So, yeah - at least it gives one a sense of scale as to how big the legions really were, if 1000 marines, the ultimate fighting force of 40k, is barely equal to two Warlord titans at Legion level.

 

 

 

 

 

 

Go for it! It is achievable, within the ken of mortal men (unlike at 28mm scale), and a few people have had a good crack at it.

I had a go at doing a Chapter's worth of Great Crusade-era World Eaters, I think it is something like 600+ marines if you count the Rhino crew etc. But I have seen larger forces on the interwebs! (@sherrypie has a massive Death Guard force for one!)
