I know the video games don’t necessarily reflect the tabletop, as is or what’s to come, but watching a video about all weapons in SM2, and the gravis class gets a heavy plasma incinerator.

a gravis squad with hvy plasma incinerators, and maybe one dude with some sort of plasma grenade launcher or something like the fragstorm seems like it would be pretty dope.

Ultimately that's where the Heavy Intercessors need more than the terrible kit they have provides. That their Sergeant doesn't even have melee weapons is quite frankly a crime. 

We already have a squad who can take Heavy Plasma Incinerators. They're called Hellblasters.

 

Even if GW is currently pretending as of 10th-Ed that they're the exact same weapon as the standard Plasma Incinerator for rules purposes, they're visually still an obvious jump up.

Space marine II also seems to allow the tactical class (so normal mk. X tacticus) to take heavy bolt rifles, the bulkwark (blade guard) has been seen rocking a powerfist etc.

 

But I agree that this sort of weapon freedom would be fun

We used to have it...

No, but we did have a tremendous amount of weapons freedom. 
 

we have more unit types now, but there was a *ton* of flexibility for each unit. 
 

Sure, there were balance issues, but if there was the same amount of tweaking back then as there is now, I'd imagine that wouldn't have been as big an issue.

I think the guy who came up with Power Level got shuffled onto the Core Rules team for this edition and decided that the only reason we all thought PL sucked was because we hadn't used it enough and so the forced it in as the only points system.

As per the OP .... agreed. Honestly I'd like to see a gravis armor unit using some sort of heavy grav weapon even moreso than heavy plasma.

They introduced grav weapons while I was away from the hobby so I don’t really have any love for them lol
