If I put a character without the scout ability with a unit that has scout, what happens? Does he gain the ability from the unit, or do they lose it because he doesn't have it?

 

And if I then put that character/unit combo in a transport, can that transport then scout on their behalf?

This is set out in the scouts rule (pg 39 of the Rules) which states that every model in the unit has to have the rule to use it or to give it to the dedicated transport carrying them.

 

So, unless there is something in the Rules Commentary reversing this, in neither of the circumstances above could you scout move.
