I believe these guys have a rule that states something along the line of "enemy units may not be se up with 12" from reserves.

 

A Number of armies have ways access to a way of setting up within 6" or 3" of enemy models. 

 

Is there an official answer on which one supersedes the other?

Promise I did read stuff before i posted this. Five minutes later i read this.

 

Reinforcement Priority While setting up Reinforcement units, you will occasionally find that two rules cannot both apply – for example, when a unit is arriving using the Deep Strike ability (which allows it to be set up anywhere on the battlefield that is more than 9" away from all enemy units) but an enemy unit has a rule that prevents enemy Reinforcement units from being set up within 12". In such cases, rules limiting the placement of Reinforcement units take priority over rules that state where Reinforcement units can be placed.

Good find on the ruling. It's a bit abstract, but the 'special' rule taking precedence over the 'general' rule also comes to that answer - the special rule allowing 3"  takes precedence over the 9" normal distance, however that rule can be used in any game, with and against other units, with the extreme exception of the infiltrators, one unit that you can't deploy within 12" of. vague and messy I know! 

There's a couple of units like that- one that you might see now is a Navigator from the Imperial Agents codex taken with any Imperium army. For 75 points you get a 12" denial zone plus the possibility of doing mortal wounds to enemies in the Shooting Phase. A fairly cheap rear objective holder who won't really be wasted just sitting in the backfield.
