 if they're generic enough to be used by other Imperial factions then why wouldn't Loyalist Marines keep access to them?

Because GW loves making arbitrary differences between armies for little to no good reason. Remember, we have people that still defend Blood and Dark Angels being a separate codex. That alone gives GW justification to say "nah this army won't use them anymore".
