In the given example, no. Lemartes is going to be leading his Death Company squad by himself.

 

But Space Marines do have a few Character models that can be doubled up; apothecaries and LTs being the two that jump to mind immediately, but also ancients. 

There is a general rule in the main book that only one Character can join each unit.

However some Characters have a special rule to override this such as Space Marine Lieutenant.

In the specific example you gave, neither Lemartes nor the Death Company Captain have such a rule so you cannot include both in one squad.

Yes? There’s no limits on how many characters you can have in a detachment…

So, to elaborate, yes, you can run multiple characters in a detachment, you can run multiple anything in a detachment so long as it doesn't have a rule saying otherwise (like unique characters), but no, you can't run any combination of characters in the same unit, except where there is a specific allowance.
