Playing Ulthwé, I've always leaned towards a lot of Guardians as well as the vehicles. Playing a sort of Eldar IG. This detachment is kind of a let down. Detachment ability seems pointless. We already have some of the fastest vehicles in the game. I suppose it helps with War walkers and Support Weapons. The enhancements are over-costed, and require either windrider leaders or a wayleaper. For 45 points and using up two leaders you can actually have a techmarine. The one that gets you CP is OK. The Strats are a mixed bag. Vectored Engines is a weaker Feigned Retreat, and can only be used on vehicles with the fly keyword. Soul Sight lets you get the rerolls, but the other detachment already gives all units reroll one hit and one wound. I just can't see the reason to play it. Help me find a way to use this detachment that won't work better in the battlehost? However I think that the Armoured Warhost has been designed with the new Codex in mind. This will replace Strands of Fate with Battle Focus which allows units equipped with Assault weapons to Move, Shoot and then Advance. With this rule in place, the Detachment rule granting all Vehicle weapons Assault suddenly looks a lot more powerful. As it stands, Battle Focus will mainly benefit Infantry but this Detachment will bring the rule to vehicles as well. I forgot about Battle Focus being a thing again. Dunno if this might show there's some life in the new detachment or not.
