We could call this measure tallies? Or perhaps points? A bolter would be built into the base model cost, but upgrading it to a poop launcher, or whatever it is that you Death Guard use, would cost an amount of such “points” roughly commensurate with the increase in power. That would create an opportunity cost to taking upgraded weapons. How has no one thought of this before? I don't think GW browse this forum or are likely to read your post. During 8th and 9th I hadn't seen a single Bolter one, just strictly upgraded guys. Even when special weapons were very overpriced(10pts for a meltagun or plasmagun), event lists were chasing "plaguemarines with two plague knives", a configuration which was difficult to acquire with actual model kits. Definitely conceptually neat, but now we're dealing with "build only the box" crap and anyone that put that modicum of effort into their armies has several useless models. The Bolt Rifle profile should REALLY be the standard for Bolters across Marine armies. That's how you get people to use range Legionaires or Plague Marines, and hell let's bring back AP-2 to Rubric Bolters so that they have more a niche vs the AP-1 Flamers. Completely different discussion though. Completely different discussion though. I don't mind Bolt Rifles having something to distinguish them from Bolters/Carbines, but I tend to agree at least as far as the Heavy and Assault keywords. At least then PM's Bolters would synergise reasonably well with the other ranged weapons they can take. Restricting loadouts to only what can be built with the kit wouldn't be so bad if the kits were made for the game and not the other way around. I can see the appeal of that approach in terms of onboarding new players, but if that's their primary concern then why did they make the kit with so any options to begin with? The PM kit definitely seems like it should be able to be bought in bulk to create multiple units to fill different roles. What makes it worse is that loyalist marines, the most bloated range in the game gets a different kit for almost every weapon they can field and already have multiple kits for [variation on] basic Bolter infantry.
