It's part of GW's paint range - it can be thought of as paint without the pigment, and has some matting agent in it so it can also behave a bit like a matte varnish. I know some painters (e.g. Darren Latham) will give his models a coat of it to unify the finish.

Kit bashed Krieg Sly Marbo. The lone survivor of a unit eviscerated in the carnage of war.  Even with the heavy agrax wash, it doesn’t have the same effect. Tamed the eyes a bit, used vallejo fx paints to get the slick mud and blood effect. I’m going to have to do something with the bases, they’re uninteresting. Overall, I think my progress continues

It is pigmentless paint, and acts as a great Matte coat, though not quite as durable as a proper varnish.
