It's part of GW's paint range - it can be thought of as paint without the pigment, and has some matting agent in it so it can also behave a bit like a matte varnish. I know some painters (e.g. Darren Latham) will give his models a coat of it to unify the finish.

Kit bashed Krieg Sly Marbo. The lone survivor of a unit eviscerated in the carnage of war. Only in death does duty end-Trooper 19942, soaked in mud and blood, silently stalks the battlefield mercilessly bludgeoning the enemies of the emperor in a shower of his own spent shell casings. He will hold the line. . . Or die trying. . .

 

 Even with the heavy agrax wash, it doesn’t have the same effect. Tamed the eyes a bit, used vallejo fx paints to get the slick mud and blood effect. I’m going to have to do something with the bases, they’re uninteresting. Overall, I think my progress continues

It's a nice idea that came out well. :smile: 

 

On the bases, you could "tone" some of the areas with watered-down shade paints (like in this video), or you could add some barbed wire?
