It has rules for the stratagems you can use, the enhancements (items) you can give your characters, and each detachment has its own detachment rule or rules that apply to all of your units. Most factions have several detachments that can be used when you put together a list of models to play in a battle or match. Currently Dark Angels has four detachments we can use in our codex supplement, PLUS we can use the four generic space marines ones too... or is it five these days? /shrug Each detachment has its own specific rules, stratagems, enhancements and because of this each has a certain play style it gravitates towards. Crusade rules are for playing a Crusade style game of 40k. Crusade is used for more narrative games that are like a campaign of battles linked over time to form an overall narrative, a story ... your characters for example gain experience throughout it and can be modified with special rules and items as they progress through the crusade matches.
