I'm fairly sure it's votann.

 

Short fingers without nails, wearing open-fingered gloves; the Ironkin Assistant for the Brokkyr ironmaster has the same.

 

Style of buttons and dials overall matches what's seen around the cockpit of the Hekaton and Sagitaur. Even has the same dials and the small light at the edge of the screen:

It’s obviously not Krieg but this comment reminds me I want a mole launcher in plastic.

I could see this being a controller for something like the classic mole mortar for Votann. Other rumour engine photo is quite clearly a larger version of the Votann Mole weapon used by Cthonian Beserks, and I think some sort of heavy mole weapon was mentioned in the novel they got recently.

For some further evidence It's Votann. Compare this to the the handle of the Hearthkyn Salvager Kognitaar datapad:

 

4 grooves on the grip, in the same style as what can be seen here. And a bolt ontop of the handle.
