On my latest project I had a similar issue; I dropped it once and just through handling while painting I broke off two more things The banner pole looks fairly big. Maybe you could try drilling a hole with a 1mm drill bit and then pinning it? Unless it broke in other places that I can't see. Or try a combination of green stuff and super glue? That's what I do when I can't pin something: glue the GS to one surface, then put a small dab on the other surface and stick it into the GS. Not sure how often you handle your minis (ie: if this is to game with rather than just for display) but it would probably be a decent fix. One thing I have done with a banner on my Night Lords was hiding and fixing a broken banner with the help of green-stuff gore and skulls. This won't fit here, but maybe a green-stuff animal hide trophy of some kind?
