That's Anton Zerbe, your Lord Inquisitor boss from the OG Dark Heresy RPG and that's how he is supposed to look, he was an stormcast eternal before GW even thought about killing Fantasy.

Great just means that GW has been lazy about designing things for a very long time.

lazy is lazy.

i didn’t like SG when they first came out because they were basically ripoffs of Dante.

 

too many gold masked, gold armored people/units in GW’s catalog all around. 
It lacks creativity or originality.

 

balthasar gelt, proto-Tycho, Tycho, Dante, SG, stormcasts, new not-Tycho captain, and apparently this inquisitor somewhere in there too.

That’s a lot of recycling the same character design idea over the course of 40 years.

I mean the human face is fairly ubiquitous. "Mask formed in the image of a beautiful face" is far from exclusive to 40k. I think you are nitpicking. Plus, while some GW staff worked on the DH ttrpg, those that did were mostly writers afaik. FFG's illustrators, or a freelance illustrator that FFG hired, were probably the ones that designed Lord Inquisitor Zerbe in the first place.
