As a point of reference; look at Skyrim's jump from 32bit to 64bit. That game was already home to an impressive modding community to start with, but almost every major overhaul mod and / or major expansion of how the game operates was born out of or directly benefited in a massive way from the move to 64bit.

Understood, I also get they will need a return on investment, but if they charge a premium to essentially help modders out, then that sucks as a concept for the average Joe.
