Betrayal at Calth does sound a lot like what you want:

Hex board

Smaller than full wargame

Puzzle-like missions - but the puzzle is dynamic because of your opponent. 
 

A great game that thousands bought and nobody played!

A second round of Super Heavy plastic kits. Warhound, tyranid bio titan, eldar scout titan, land train etc

 

I also think GW should create their own boardgame company. Not hyper expensive boardgames with miniatures in them, but more “normal” boardgames. Like the ones they made in years prior.

 

They should also create a small company that makes resin figures and busts.

They could capitalise on licenced cross overs. They've done Munchkins and Monopoly.

How about Cluedo: Inquisitor?

How about Guess Who? SM Chapters/Legions/Primarchs?

Hey I’ve made a custom Guess Who once before - should be easy to do for Warhammer without paying the GW uplift. Let’s do it. Let the arguments about whether Rogal Dorn has a moustache begin!

 

Can’t see Cluedo: Inquistor working though - surely the Inquisitor would just burn all the suspects just to be on the safe side?

Pandemic: Chaos Manifest is a cooperative game of teamwork for two to four players. As members of The Inquisition, you must keep four Chaos incursions at bay. Work together as you travel the Planetary system to investigate chaotic manifestations while collecting the cards you need to purge each breach in the warp. But the clock is ticking as demonic manifestations and cults fuel the coming warpstorm. As a cooperative game, players win or lose together. Only by working together can you keep the daemons in check and purge them in time!

Someone once explained to me that the reason they never made a new version of it was that they had to aplit rights with MB and that it takes 30 years until the rights are not claimed anymore? But since we now have a new version of Hero Quest I hope that at some point they will remember this beautiful game. 

We played it again a couple of years ago and it holds up remarkable well. Easiest playing mechanic but nonetheless very tactical and great fun. We even discovered the old White Dwarf articles which allowed to use Terminator Squads (very good but slow) and Scout Squads (very bad but fast ;) ).

Unluckily the players I played with moved away. Otherwise I would have made me an Ork enter party which also got rules in that White Dwarf.
