Depends where you are playing.  With your mates, what they allow.  At a tourney, ask the tournament organizer.

 

GW used to have a rule of thumb that you could field any mini on the base it came with from GW, allowing you to field models on their original base sizes when the bases have changed over the years (for example, ork boyz have changed from 25mm to 32mm, I think).  I'm not sure whether the new base size direction from GW is meant to change that or not.

There is circus with IG bases size. Cause cadian command squad on 28.5, scions com squad on 25 and  krieg 28 to 32. :facepalm: and then castellan on 28 but psyker on 32. Idiocy. 

IDK if I gonna play at all, just trying wanna understand how it should be.

Well, if there is variance between models, then you need to find the specific model and determine which base it currently sold with and intended to go on.  And use that.

 

If its an older model, you can probably put it on a base it was previously sold to go on, but you are probably safer putting it on the current base, especially if you bought the model without a base.

Now that GW has a tournament companion for base sizes, I'd just default to that at any question.

 

If you've got a mini on an old base, no one's really gonna care. If they're within a size difference then there's really not much concern.

 

If you're planning on playing organized competitive play, lean towards what the GW doc says. Otherwise it's not that big of a deal. 

That's fair.  That said, outside of tournament play, I don't think you need to be too worried about matching your models to that document, but it is a useful resource for getting bases on models that don't have them or if you are considering rebasing your existing models.

As a TO, the most important base size issue is related to Auras and melee. Larger base sizes mean larger auras, so any model with an aura should be on the appropriate sized base. For melee, larger base sizes mean that less models can get into combat. I always lean towards making sure models are on current production base size or smaller, especially if the model is from an older production run that had smaller sizes (such as certain SM characters on 32mm rather than 40mm bases). 

I think the melee issue is a bit more complicated than that - so while generally true, it is not always so because while the larger frontage means less models can get within 1", the larger "backage" can potentially increase the models that can get in.  This is particularly the case for oval bases, where the long sides can allow for more models get attacks in, especially in choke points or other areas that limit the contact area between the 2 involved units.

 

That doesn't refute your point, though, that auras and melee are the primary areas to be aware of the affect of larger bases.  I would add to that screening - a unit on larger bases can take up a larger area and therefore deny larger areas from enemy deepstrike or movement - so, chaff units will be better at that role if their bases are "up sized".
