Because willpower is finite. I struggle not to eat another chocolate biscuit and I have been known to ask my wife (and even kids) to keep me away from the snacks.

Are you under the belief that the current organic material sitting on the throne is fully formed and just hanging out based on will alone and could get up at any time?

We don't know. We know the Emperor was a Perpetual (whether he is still after the mauling Horus gave him is unclear). It is possible that he could allow himself to die and the regenerate or reincarnate. It is also possible he could try ascending again to become the Dark King. Oll is not there to pull him back this time.

 

I remember one of the BL authors once stated that the Emperor remained on the Throne through choice. Remaining anchored to a physical existence was actually a key advantage over the Chaos Gods.

Right. Die and be reborn and then rise, or he ascends to a different level and is reborn.

 

In both cases, the Emperor's plan, or foresight, was "in either or any other case, if I get up, kill me."

 

Right now, unless there is some new canon that said otherwise, I was under the impression he is very much a broken husk, shattered mentally, and just enduring ongoing agony on the Throne.

The Dark Imperium trilogy implies that the opening of the Great Rift has shocked him back to consciousness (psychically if not physically). Meanwhile Guilliman's return has given him an individual he can focus on. Mortarion and some of the Nurgle daemons comment that the Emperor has become active and is smoothing the Warp ahead of the Indomitus fleets to ease their passage. Plus as the end of Godblight

The Emperor possess Guilliman and burns down a big chunk of Nurgle's garden.

 

The Emperor directly taking the fight to the Chaos in this fashion is not something we have seen before and goes beyond individual miracles or the Living Saints. The Emperor appears to be trying to actively challenge the Chaos Gods without becoming one in the way we have not seen since the Great Crusade.
