Meaning if you have Supreme Commander Roubute Guilliman in the same army, no free CP there. With putting Lion comparable to Guilliman, I wouldn't be surprised to see Azrael get a similar Warlord requirement for the free CP. Something to keep an eye on rather than finding out on turn 1.
