When did the lore shift?

Hi, so with the current preorder of Cannock Var and Suboden Khan I was just wandering having seen the bit of fluff for them when both the white scars and iron hands adopted the codex structure. I've only kept a loose foot in the hobby since around 6th/7th edition having been active from 3rd to that point so have a good enough vague idea what's going on but lack the details. 

It just struck me as odd that they're both referred to as first captain of their respective chapter in the same way as Aggemon or Lysander would be, when as far as I remember it being the scars and hands both treat companies as independent especially the latter.

My Astartes Lore is not great. I would assume this was with either the 'Spiritual Liege' era, or 8th/Primaris Reboot Era?
