I've tried looking and all I could find was old posts on reddit (hardly the most reliable source) that there was a legal beef and Spurrier ignored a request from ADB to use Zho. To the best of my recollection, when ADB was writing his NL trilogy he attempted to reach out to Simon to see how Simon would want Sahaal to be handled, but Simon did not reply, so ADB left Sahaal as being a mystery and/or largely forgotten by the rest of the legion. Edit/further: So, exactly what you got from Reddit. Sahaal’s role as first captain was more or less retconned to be Sevatar. It seems like a lot of authors and works encounter legal troubles with BL.
