Starting with the attacker, the players alternate resolving one of their successful unblocked attack dice. The players repeat this process until one player has resolved all their dice (in which case their opponent resolves all their remaining dice), or one operative in that fight is incapacitated. When a player resolves a dice, they must strike or block with it.
lf they strike, inflict damage on the enemy operative, then discard that dice.
A normal success inflicts damage equal to the weapon’s Normal Dmg stat.
A critical success inflicts damage equal to the weapon’s Critical Dmg stat.

If they block, they can allocate that dice to block one of their opponent’s unresolved successes.

A normal success can block a normal success.
A critical success can block a normal success or a critical success.

I don't understand how first strike should be resolved. 
if attacker choose strike it's inflict damage or wait if defender decide to block or not to block.

So the player who's operative is currently activated applies a result first in a Fight. This means they can either apply a successful hit or critical successful hit, or choose to block one of their opponent's successful hit dice. 

 

This means initiating a Fight action, when an operative is activated, can usually be quite powerful - especially if the operative has a weapon that is good on melee (e.g. 5+ Crits or high number of attacks), or abilities such as those allowing two successful hits to be applied before the opponent applies theirs. 

 

Going first means you can apply damage first (potentially incapacitating your Opponent's operative), or block your Opponent's first successful hit. The Fight action usually leads to some careful, tactical application of successful dice rolls.

firestorm40k has explained this pretty well already. 
 

So the key thing here is that each player takes turns resolving a dice, usually* starting with whichever model has done the Fight action. The other model is Retaliating
 

When you resolve a dice you can either strike to do damage or block. Blocking is a proactive choice that you make when it’s your turn. It is not done in reaction to a strike the other player declares. A block removes one of the other player’s unused dice, taking away their opportunity to use it to strike or block. 
 

*When retaliating from inside a stronghold against someone on the outside the retaliator gets to resolve the first dice. If you perform the Fight action as part of a Guard attack you get to resolve the first dice too, despite it being the other player’s activation, as it’s you doing the Fight action.
