This is in a strange Schrödinger's model situation.

If it is a fake, someone spent far too much time on it.

If it is real, someone spent far too little time on it.

The chain-knife-hand thingy is kinda cool if positioned oddly, but otherwise I'm not impressed too much. In my view, a WE Butcher-Surgeon should be in Termie armor, just to protect themselves from their roided-up brethren, and I'd like something more than slightly different chainsword as a weapon. Heck, give him one of the weapons from Necromunda's Corpse-Grinder Cults, those at least look really nasty and utilitarian.

The paintjob looks like a perfect match for the 'leaked' box, down to the placement of individual scratches and highlights, so I'm going to say this is a 3D print or conversion or whatever that was used as the basis for the fake.

Those awful shoulder pads, the lazy mini chainsaw in the hand...

@Lord_Ikka do we have some info about this picture? A sprue before?

I still hope is 3d engeering print or some ai slop.

Unfortunately no- I got the pic from a gaming friend who used to be a regular member of a WE discord and is still friendly with some of the members. No more info at the moment, if I get some I'll share. I suspect if it is real (as in a GW product, not a personal kitbash/printed mini), we'll get some sort of announcement from GW soon- they don't really like people speculating about leaked products too long.

It is not a 3D print because there are no layer lines. Also, the colors on this image are different than the colors in the image from the OP.

Edit: I was totally wrong, there are obvious layer lines on this miniature.

Those can be filed down, and are really only a thing from FDM printers. You wouldn't see them on a SLA one.

Depends on layer height. If printed at 30 microns or less then yeah, layer lines are almost invisible once primed and painted. At 50 microns they can still be slightly noticeable if not sanded.

Speaking for myself I don't hate this model; it's not great for sure but it's just kinda "eh" and I do like the head. I think an arm swap would make him look a trillion times better honestly.

Nah, it doesn't work like that. Something would still be visible somewhere. Source: me, I 3D print things.
